These plans are necessary to forge scimitar blades.
They can be acquired from the chest on the bottom level of the pirate ship which can be opened once both pirates guarding it are dispatched.
To create a scimitar take a normal sword to an anvil and click on said sword.
Then click on your scimitar blade or handle to create a scimitar.
